An NTN, or National Tax Number, is the identifier FBR uses for a taxpayer. Almost every compliance service in Pakistan starts with it: an income tax return, sales tax registration, a Pakistan Software Export Board listing, a bank account opened in a business name, a tender submission. It is the first door, which is why it is worth understanding properly rather than paying someone a fee to press buttons for you.
It is also the step before the one that matters. Getting an NTN does not make you a filer. Filing a return does. If that distinction is new to you, read how to become a filer in Pakistan next, and see our income tax filing service if you would rather have both handled.
For an individual, your CNIC is your NTN
This is the single most useful fact in this article and it is in the statute. Section 181(4) of the Income Tax Ordinance 2001 provides that from tax year 2015 onwards, in the case of individuals holding a Computerised National Identity Card issued by NADRA, the CNIC shall be used as the National Tax Number. FBR states the same thing in its own registration basics: for individuals the 13 digit CNIC is used as the NTN or registration number, while an association of persons or a company receives a 7 digit NTN on enrolment.
So for an individual there is no separate number to obtain. What you obtain is enrolment. FBR puts it plainly: an individual, a company, an association of persons or a foreign national is treated as registered when they are enrolled on the IRIS portal, and enrolment provides the NTN or registration number together with a password. Those credentials are the only way an online income tax return can be filed.
What FBR asks for before you start
FBR publishes its own list of what to have ready. For an individual, the requirements before enrolment are a CNIC, NICOP or passport number, a cell phone number in use, an active email address, nationality, residential address and an accounting period. If you have business income, add the business name, business address and principal business activity. If you have salary income, add the name and NTN of your employer. If you have property income, add the address of the property.
For a company or association of persons, the principal officer needs the name of the entity, business name and address, accounting period, business phone number, email address, the principal officer's cell number, principal business activity, the address of the industrial establishment or principal place of business, the company type, the date of registration, and the constitutional document: an incorporation certificate from SECP for a company, a registration certificate and partnership deed for a registered firm, a partnership deed alone where the firm is unregistered, a trust deed for a trust, or a registration certificate for a society. FBR also asks for the name, CNIC or NTN and shareholding percentage of every director and of every shareholder holding 10 percent or more of the shares, or of every partner in an association of persons.
Non resident companies are handled separately, with different lists depending on whether there is a permanent establishment in Pakistan. FBR's own page on requirements before registration sets all of these out in full.
Route one: online, for individuals only
FBR is explicit that online registration is available only for an individual, and not for an association of persons or a company. Before starting, FBR says the taxpayer must have:
- a computer, a scanner and an internet connection;
- a cell phone with a SIM registered against their own CNIC;
- a personal email address belonging to them;
- scanned PDF files of a certificate of maintenance of a personal bank account in their own name; evidence of tenancy or ownership of the business premises, if they have a business; and a paid utility bill of those premises not older than three months, again if they have a business.
The SIM condition is the one that derails most attempts. A number registered in a spouse's or father's name will not carry the verification code through, and there is no workaround inside the portal. The registration process is documented on FBR's registration process page, and the portal itself is IRIS.
Route two: in person at a tax house
Registration at the facilitation counter of a tax house is available for everyone, individuals, associations of persons and companies alike, and for both income tax and sales tax.
An individual attends personally with an original CNIC, a cell phone with a SIM registered against their own CNIC, a personal email address, an original certificate of maintenance of a personal bank account, and, where there is a business, original evidence of tenancy or ownership of the premises and a paid utility bill no older than three months.
For an association of persons, any one of the members or partners attends with the original partnership deed, the original registration certificate from the Registrar of Firms where the firm is registered, the CNICs of all members, an original letter on the letterhead of the association signed by all members authorising that person to handle registration, a SIM registered against their own CNIC and not already registered with FBR, an email address belonging to the association, and an original bank account maintenance certificate in the name of the association, plus premises evidence and a recent paid utility bill where there is a business.
For a company, the principal officer attends with the incorporation certificate, the CNICs of all directors, an original letter on company letterhead signed by all directors verifying the principal officer and authorising him for registration, a SIM registered against his own CNIC and not already registered with FBR, an email address belonging to the company, an original bank account maintenance certificate in the company's name, and the same premises evidence.
What registration commits you to
This is the part that rarely appears in a vendor listing, and it is the reason we would not advise anyone to obtain an NTN casually "to have one".
Section 114(1)(b)(vii) of the Ordinance makes a person who has obtained a National Tax Number a person required to furnish a return of income. Holding the number is itself a trigger. So the moment you register, an annual filing obligation begins, and the consequences of ignoring it follow from there: a penalty under section 182, exclusion from the Active Taxpayer List, and the surcharge under section 182A that the Finance Act 2026 raised to PKR 25,000 for an individual.
Registration is still the right move if you need it. It just should be a decision, followed by a return every September, not a certificate that sits in a drawer.
Changing or cancelling a registration
FBR maintains separate procedures for modification of an income tax registration, change in particulars, and cancellation, all reachable from its register for income tax section. Change of business address, change in the principal officer and closure of a business all have their own routes, and doing them properly matters, because notices are served on the address FBR holds. What happens when one arrives is covered in our guide to FBR notices and the 114(4).

Common questions
What is an NTN?
A National Tax Number, the identifier FBR uses for a taxpayer. Almost every compliance service in Pakistan starts with it: an income tax return, sales tax registration, a Pakistan Software Export Board listing, a bank account opened in a business name, a tender submission.
Do individuals need an NTN separate from their CNIC?
No, and this is the single most useful fact on the subject. Section 181(4) of the Income Tax Ordinance 2001 provides that from tax year 2015 onwards, in the case of individuals holding a Computerised National Identity Card, the CNIC number is the NTN.
What does FBR ask for before you register?
FBR publishes its own list. For an individual the requirements before enrolment are a CNIC, NICOP or passport number, a cell phone number in use, an active email address, nationality and residential address, among other details.
Can a company register for an NTN online?
No. FBR is explicit that online registration is available only for an individual, and not for an association of persons or a company. Registration at the facilitation counter of a tax house is available to everyone.
What does getting an NTN commit you to?
More than people expect, which is why obtaining one casually to have one is a bad idea. Section 114(1)(b)(vii) of the Ordinance makes a person who has been issued a National Tax Number liable to furnish a return.
