FREELANCER TAX

Is a Roshan Digital Account tax free for freelance income?

No. The RDA concessions attach to returns on money already inside the account, never to money deposited into it. Here is what the Ordinance actually says, and who can hold one.

A Roshan Digital Account does not make freelance income tax free. Under section 11(5) of the Income Tax Ordinance 2001, the income of a resident person is computed by taking into account both Pakistan source and foreign source amounts. Nothing in the Ordinance changes whether income is taxable because of which bank account it arrived in.

This comes up constantly because the RDA genuinely does carry real tax concessions. The confusion is about what those concessions attach to. If you want your position worked out properly rather than explained, that is our income tax filing service.

What the RDA concessions actually cover

Every RDA tax concession in the Ordinance attaches to returns generated by money already inside the account. None of them touch the character of money deposited into it.

  • Profit on debt, foreign currency accounts. Second Schedule Part I clause (78) exempts profit on debt derived from foreign currency accounts held with authorised banks in Pakistan by non resident individuals, non resident associations of persons and non resident companies.
  • Profit on debt, rupee accounts. Clause (79) exempts profit on debt on a rupee account held by a person maintaining an NRVA or NRBVA, where deposits in that account are made exclusively from foreign exchange remitted into it.
  • Government debt instruments. Part II clauses (5AA) and (5AB) set a ten percent rate, final, on profit on debt from federal government debt instruments purchased through these accounts. Clause (5AB) is the limb that reaches a resident citizen who has already declared foreign assets to the Board through an FCVA.

Profit on debt, dividends, capital gains. That is the whole list. There is no provision anywhere in the Ordinance that exempts services income, business income or professional income because of the receiving account.

The point can be made another way. A full text search of FBR's consolidated Income Tax Ordinance 2001, amended up to 30 June 2026 and running to 839 pages, returns zero occurrences of the word "freelance" and zero occurrences of the word "Roshan". The scheme is a State Bank product. The tax treatment of what you earn is a separate question governed by the Ordinance.

Whether you can hold one at all

This is the part that catches resident freelancers, and it is a different regime from tax.

Under EPD Circular Letter No. 05 of 2026, eligibility for the FCVA, NRVA and their business equivalents is anchored to persons, natural or juridical, who fall within the definition of non resident under the Income Tax Ordinance 2001. The State Bank has expressly adopted the Ordinance residence test in section 82.

There is one resident exception, and it is narrow. A resident individual Pakistani may open a Foreign Currency Value Account only if they have duly declared assets held abroad in the wealth statement of their latest return filed with FBR. There is no equivalent resident route into the rupee NRVA.

Two things follow. A Pakistan resident freelancer with no declared foreign assets is generally not eligible for an RDA at all. And accounts cannot be credited with funds generated from local sources, other than returns and disinvestment proceeds on investments made from the account itself.

Worth separating clearly. Holding an account you are not eligible for is a foreign exchange and bank declaration matter under State Bank regulation. It is not, by itself, a tax offence. A tax problem arises from not declaring income, under sections 111 and 114, and that problem would exist identically had the money landed in an ordinary account.

The rule people are actually thinking of

The belief that remittances are tax free usually traces to section 111(4). What it says is narrower than the belief.

Section 111(4) provides that section 111(1) does not apply to foreign exchange remitted from outside Pakistan through normal banking channels, not exceeding five million rupees in a tax year, that is encashed into rupees by a scheduled bank with a certificate produced to that effect.

Section 111 is an anti avoidance provision. It lets the Commissioner add unexplained amounts to your income. Sub section (4) stops that happening to modest, properly channelled remittances. It is not an exemption from tax on income whose source you know perfectly well, and it is capped.

There is a designated account for freelancers

The State Bank built one, and it is not the RDA. Under BPRD Circular No. 05 of 2023, dated 23 October 2023, freelancers may open an Exporters' Special Foreign Currency Account for retention of export proceeds alongside a corresponding primary rupee account, in person or remotely. Accounts previously opened as Freelancer Digital Accounts were brought under that framework.

That is the channel intended for freelance export earnings. If you are exporting services, the tax regime that applies is section 154A rather than anything in the RDA rules, and it turns on realisation of foreign exchange proceeds through an authorised dealer. We cover the split between exported and local work in local income and export income are taxed differently, and the wider picture in freelancer tax in Pakistan.

If you move back to Pakistan

The State Bank's own guidance sets out two options for a returning account holder. You can keep the RDA, in which case existing balances and investments retain their privileges and the account stays repatriable, but no domestic funds may be deposited and no further investment is permitted through the rupee leg. Or you can change the status to resident and hold an ordinary rupee or foreign currency account instead.

Either way, once you are resident, section 11(5) applies to your worldwide income and your residency position is what determines the charge.

Not sure which regime your income sits in?

Residency, export of services and local services are three different tax positions, and the account is not what decides them. A consultant can tell you which one you are actually in.

Common questions

Does receiving freelance income into a Roshan Digital Account make it tax free?

No. Section 11(5) of the Income Tax Ordinance 2001 computes the income of a resident person by taking into account both Pakistan source and foreign source amounts. Nothing in the Ordinance changes the character of income because of the account it arrived in.

What do the RDA tax concessions actually apply to?

They attach to returns generated by money already inside the account, not to money deposited into it. Second Schedule Part I clauses (78) and (79) exempt profit on debt on foreign currency and NRVA rupee accounts, and Part II clauses (5AA) and (5AB) set a ten percent final rate on profit on debt from government debt instruments purchased through these accounts.

Can a Pakistan resident freelancer even open an RDA?

Generally no. Under EPD Circular Letter No. 05 of 2026 eligibility is anchored to persons who are non resident under the Income Tax Ordinance 2001. The one resident exception is a Foreign Currency Value Account for a resident who has already declared foreign assets to FBR in the wealth statement of the latest return.

Is there a designated account for freelancers instead?

Yes. Under BPRD Circular No. 05 of 2023 the State Bank introduced a framework for freelancer accounts, allowing an Exporters' Special Foreign Currency Account for retention of export proceeds alongside a corresponding rupee account. That is the channel built for freelance export earnings, and it is separate from the RDA.

Does the five million rupee remittance rule make my income exempt?

No. Section 111(4) prevents the Commissioner treating foreign exchange remitted through normal banking channels, up to five million rupees in a tax year and encashed into rupees with a bank certificate, as unexplained income under section 111(1). It is an anti avoidance limit, not an exemption from tax on income whose source you know.

What happens to an RDA if I move back to Pakistan?

The State Bank's own guidance gives two options: keep the account, in which case existing balances and investments retain their privileges but no domestic funds may be deposited and no further investment is permitted through the rupee leg, or change the account status to resident and hold an ordinary account instead.
