FBR digital invoicing means that before you hand a sales tax invoice to a buyer, your system sends it to FBR's computerized system through PRAL, FBR validates it and returns an invoice reference number and a QR code that print on the customer copy. It applies to everyone registered for sales tax, without exception, and the rules come from SRO 69(I)/2025 and its follow up notifications.
What FBR digital invoicing really is
In the old way, you printed or emailed an invoice to your buyer and kept a copy for your records. FBR only saw the numbers later, in your monthly return. Digital invoicing closes that gap. Before you hand an invoice to the buyer, your system sends it to FBR's computerized system through PRAL. FBR checks it, gives it a unique invoice number, and returns a QR code. Only then is the invoice considered valid.
So the invoice your customer receives now carries two new things: a unique FBR invoice number and a QR code that anyone can scan to confirm the sale was reported. That is the whole idea. FBR wants a live record of sales instead of a monthly summary it has to trust.
Who has to do it
Everyone who is registered for sales tax. That is a flat answer now, and it was not always one, which is why so much writing on this subject still hedges.
The rollout did run in phases, but the phases are finished. The dates were set by notification, and the notification was replaced twice: SRO 709(I)/2025 of 22 April 2025 was superseded by SRO 1413(I)/2025 of 1 August 2025, which swapped the original corporate and non corporate split for seven categories banded by turnover, and that in turn was superseded by SRO 1852(I)/2025 of 24 September 2025. The seventh category of that schedule is a catch all covering registered persons other than those listed above, and it required electronic invoices from 31 December 2025.
So if you issue sales tax invoices, you are in scope today, not at some future date. Businesses this affects include importers, manufacturers, wholesalers, distributors and retailers. The format of those invoices is what changes. Our guide to cost, penalties and deadlines lists all seven categories with their registration, testing and go live dates, and sets out the penalties under section 33 of the Sales Tax Act 1990.
One boundary worth drawing early. FBR digital invoicing is federal, and it covers goods. Sales tax on services is provincial, so a service business in Punjab may be looking at the Punjab Revenue Authority's Electronic Invoice Monitoring System instead, or as well. If that might be you, read FBR digital invoicing, PRA invoicing, or both before you buy any software.
What changes on the invoice itself
Most of your invoice stays the same. Buyer name, NTN or CNIC, item description, quantity, value, tax rate and tax amount are all still there. FBR adds structure and a few required fields, and it expects specific codes for the type of sale and, where relevant, the SRO under which a reduced rate or exemption applies. Once the invoice is accepted, it comes back stamped with the FBR invoice number and the QR code, and you print or share that version.
The ways to connect
There are two honest routes, and the right one depends on how technical your team is.
1. Build the integration yourself through PRAL
FBR does not charge a fee to connect. You can point your own POS or ERP at the PRAL API and do the technical work in house. This suits companies with a software team who want full control. It does mean handling the token, the payload format, error handling and testing against the sandbox before you go live.
2. Use software that is already integrated
Most businesses do not want to build and maintain an API connection. They use invoicing software that already talks to FBR, so they just enter the invoice and the software handles submission, the QR code and the record keeping. This is the faster path, and it is the reason platforms like Axiom Square exist.
What you need to get started
- Your sales tax registration and NTN, and your FBR credentials.
- An integration token from FBR for your business (your software or integrator helps you obtain this).
- A tidy list of your products or services with the correct HS codes and tax rates.
- A way to create invoices that submits to FBR, whether that is your own integration or ready software.
A sensible order of steps
Get your registration and credentials in order. Sort out your product list and tax rates, because most rejected invoices fail on a wrong code, not on the connection. Test a few invoices in FBR's sandbox or validation mode first, where nothing is filed for real. When those come back clean, switch to live submission. Keep an eye on the first week of real invoices so you catch any buyer detail that FBR rejects.
Common worries
Owners usually ask three things. Does it cost money to connect to FBR? No, FBR itself does not charge. Your cost is the software or the integrator's work, plus any hardware. What if the internet drops mid-sale? Good software queues the invoice and submits when the connection returns, so you are not stuck at the counter. What about penalties for not complying? Those exist and they grow the longer you wait, which is covered in a separate guide.
Want the software route?
Axiom Square creates FBR-compliant invoices, adds the QR code and submits to FBR for you, with bulk CSV invoicing for high volumes.

Common questions
Does it cost money to connect to FBR?
No. FBR itself does not charge for the connection. Your cost is the software or the integrator's work, plus any hardware you need.
What happens if the internet drops mid sale?
Good software queues the invoice and submits it when the connection returns, so you are not stuck at the counter waiting for FBR to respond.
Are there penalties for not complying?
Yes, and they grow the longer you wait. The penalty ladder and the deadlines are covered in our guide on FBR digital invoicing cost, penalties and deadlines.
