The phased rollout of FBR digital invoicing finished on 31 December 2025, so every sales tax registered business is now past its integration date. From 1 July 2026 FBR began punitive action against non integrated importers, including penalties, suspension of sales tax registration and removal from the green channel, and by March 2026 it had recruited 431 new auditors to carry that enforcement out.
The phased rollout finished on 31 December 2025
It is worth being precise about this, because a lot of writing on the subject, including an earlier version of this page, still describes a rollout split into corporate registered persons first and non corporate businesses a month or so behind. That was the shape of SRO 709(I)/2025 of 22 April 2025, and it is gone. SRO 1413(I)/2025 of 1 August 2025 superseded it and replaced the corporate split with seven categories banded by turnover. SRO 1852(I)/2025 of 24 September 2025 then superseded that in turn, keeping the seven categories and moving the dates later.
The seventh category in that notification is a catch all, covering registered persons other than those listed above, and it required electronic invoices from 31 December 2025. So there is no phase still waiting to arrive. Every sales tax registered person in Pakistan was inside the mandate at the start of 2026, which is exactly why the year has looked the way it has. The full breakdown of the seven categories and their dates is in our guide to cost, penalties and deadlines.
Reporting through 2026 has also referred to a 31 July 2026 point by which FBR expected all active sales tax filers to have fully adopted digital invoicing. Treat that as an enforcement posture rather than as your legal date. Your legal date came from SRO 1852(I)/2025 and it has passed.
Importers lose the green channel for non-compliance
The clearest sign of that shift is what happens to importers specifically. From July 1, 2026, FBR began taking punitive action against importers who have not integrated: penalties, suspension of sales tax registration, and removal from the "green channel," the fast-track customs clearance lane that lets compliant importers move goods through without the slower inspection process. Losing green channel status is not a paperwork inconvenience, it is a direct hit to how quickly imported goods clear customs, which for many importers is a bigger operational cost than the cash penalty itself.
More auditors, more capacity to check
Enforcement needs people to carry it out, and FBR has been building that capacity. By March 2026 it had recruited 431 new auditors, with further hiring planned. Combined with digital invoicing's real-time data, that is a meaningful change: FBR no longer needs to wait for a return to be filed to know something looks off, and it now has more staff able to act on what the data shows.
The penalty provisions were rewritten, not merely proposed
Reporting during 2026 framed dedicated digital invoicing penalties as something FBR was seeking. They are now on the statute book. In FBR's consolidated text of the Sales Tax Act 1990 updated to 30 June 2026, the table in section 33 carries serial number 25A, which since the Finance Act 2025 covers failing to issue electronic invoices after integration as well as failing to integrate at all, and which runs from PKR 500,000 for a first default up to PKR 3,000,000 for a fourth, with the premises liable to be sealed. Serial number 25, covering integration for monitoring and tracking under section 40C, was itself substituted by the Finance Act 2026 and now tops out at a second penalty of up to PKR 5,000,000.
The practical point is that the legal basis is no longer general. It is specific, it escalates on a fifteen day clock between orders, and sealing sits alongside the money rather than replacing it. We set the ladder out in full, with the statutory wording, in the cost, penalties and deadlines guide.
What this means if you have not connected yet
None of this changes what digital invoicing actually requires, the technical shift is the same as it always was. What has changed is the cost of waiting. A business that treated the deadline as soft in 2025 does not have that option in 2026: real audits are happening, importers are already losing green channel status, and the legal basis for penalties is being sharpened rather than relaxed. If your business has been putting off integration, this is the year that decision gets expensive.

Common questions
Is the FBR digital invoicing rollout still phased?
No. The phased rollout finished on 31 December 2025, so every sales tax registered business is now past its integration date. A lot of writing on the subject still describes a rollout split into corporate registered persons first and non corporate businesses a month later.
What happens to importers who have not integrated?
From 1 July 2026 FBR began taking punitive action against importers who have not integrated, including penalties, suspension of sales tax registration, and removal from the green channel.
How much enforcement capacity does FBR actually have?
By March 2026 it had recruited 431 new auditors, with further hiring planned. Combined with the real time data that digital invoicing produces, that is a meaningful increase in its ability to check.
Were the digital invoicing penalties actually enacted, or only proposed?
Enacted. Reporting during 2026 framed dedicated digital invoicing penalties as something FBR was seeking, but they are on the statute book: they appear in the section 33 table in FBR's consolidated text of the Sales Tax Act 1990 updated to 30 June 2026.
What does this mean if you have not connected yet?
Nothing about the technical requirement has changed; it is the same shift it always was. What has changed is the cost of waiting, because a business that treated the deadline as soft in 2025 no longer has that option.
